Primary and Secondary Education

There are more than 6 million students in public and private schools in Lagos. There is a Lagos State Universal Basic Education Board (LASUBEB) enacted by the Lagos State House of Assembly in 2005. This board coordinates all public schools in the state to ensure free, compulsory primary and junior secondary education.

Challenges: According to the Universal Basic Education Council (UBEC), 15% of the global out-of-school children are in Nigeria. There is said to be about 2m out-of-school children in Lagos. A report from Philips Consulting in 2025 said 85% of Nigerian graduates lack digital literacy

The new government in 2027 led by Oladipo Fadamiro will make some major improvements in primary and secondary education

  1. Extend the reach of the LASUBEB to include senior secondary schools
  2. Incorporate a free school feeding system for primary school pupils whose parents or guardians are taxpayers in the state, while discounting meals for other pupils.
  3. Improve the
    • welfare of the teaching and non-teaching staff
    • general infrastructure of each school including having web presence and web portal
    • curriculum content especially science practical and ICT education as the latter improves digital literacy of the students
  4. Discourage examination malpractice at all levels
